j\u00e4hrt sich der Unfall von 5 albanischen Bauarbeitern, die auf der Westfield-Baustelle im \u00dcberseequartier Hamburg gestorben sind. Aus diesem Anlass findet <strong>am 30. Oktober um 18 Uhr<\/strong> eine Solidarit\u00e4tskundgebung <strong>am Jungfernstieg<\/strong> statt. Mit dem rum\u00e4nischen Bauarbeiter, der im Januar 2022 verungl\u00fcckte, sind sechs Menschen f\u00fcr dieses Luxusprojekt gestorben und viele weitere verletzt worden. Die Arbeitssicherheit in diesem Milliarden-Projekt, das niemand in Hamburg braucht, ist dem Investor Unibail-Rodamco-Westfield offensichtlich egal. Bauamt, Staatsanwaltschaft und Politik tolerieren diesen Zustand. Wir sagen: Es reicht!<\/p>\n\n\n\n<p>Sichere Arbeitsbedingungen auf dem Bau f\u00fcr alle!<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Streiks bei schweren Unf\u00e4llen!<\/li>\n\n\n\n<li>Mehr Geld und weniger Arbeitshetze!<\/li>\n\n\n\n<li>Kontrolle von Unternehmen statt Illegalisierung von Arbeitenden!<\/li>\n\n\n\n<li>Vor allem: Keine weiteren Toten auf dieser Baustelle oder anderen!<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-der-unfall-am-30-oktober-2023-auf-der-grossbaustelle-im-uberseequartier-in-hamburg\">Der Unfall am 30. Oktober 2023 auf der Gro\u00dfbaustelle im \u00dcberseequartier in Hamburg<\/h3>\n\n\n\n<p>Der 30. Oktober 2023 begann f\u00fcr den 34-j\u00e4hrigen albanischen Maurer, Alfred Visha, vermutlich wie jeder andere Tag; sehr fr\u00fch aufstehen, Kaffee, Kippe, dann ab zur Baustelle. Wegen des bevorstehenden Feiertags war die Gro\u00dfbaustelle des \u00dcberseequartiers leerer als sonst.<\/p>\n\n\n\n<p>An diesem Morgen sollte Alfred Visha gemeinsam mit anderen Arbeitern Steine von einem Bauger\u00fcst in ein Stockwerk bringen. Die Steine wurden mit einem Kran auf das Ger\u00fcst in einem Aufzugsschacht abgestellt. Gegen 9 Uhr morgens st\u00fcrzte das acht Stockwerke hohe Ger\u00fcst ein. Zum Unfallzeitpunkt standen f\u00fcnf Arbeiter auf dem Ger\u00fcst und weitere Menschen in der N\u00e4he. Vier Arbeiter waren bereits Tod als sie gefunden wurden. Alfred Visha wurde lebend geborgen und verstarb 9 Tage sp\u00e4ter im Krankenhaus.<\/p>\n\n\n\n<p>Ein Jahr sp\u00e4ter sind immer noch keine Ermittlungsergebnisse bekannt. Aus Medienberichten geht hervor, dass auf dem nicht ausreichend gesicherten Ger\u00fcst zu viele Steine abgestellt waren. Das Ger\u00fcst h\u00e4tte doppelt gesichert sein m\u00fcssen und war zu schwer beladen. Zum Unfallzeitpunkt waren ca. 1,5 Tonnen Steine auf dem Ger\u00fcst. Wegen des bevorstehenden Feiertags waren weniger Kr\u00e4ne besetzt und die Kranf\u00fchrer wurden vermutlich dazu angehalten f\u00fcr \u201egenug Arbeit zu sorgen\u201c.<\/p>\n\n\n\n<p>Die komplette Baustelle, mit etwa 700 Bauarbeitenden, wurde evakuiert. Offiziell gibt es keine Angaben \u00fcber weitere Verletzte. 150 Feuerwehrleute waren im Einsatz. Der Einsatz war f\u00fcr die Feuerwehrleute lebensgef\u00e4hrlich. Der Tr\u00fcmmerberg wurde als \u00bbRiesen-Mikado\u00ab aus Ger\u00fcststangen beschrieben. Die Bergungsarbeiten dauerten 35 Stunden.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-wie-viele-arbeiter-mussen-noch-sterben-bis-die-verantwortlichen-die-westfield-grossbaustelle-schliessen\">Wie viele Arbeiter m\u00fcssen noch sterben bis die Verantwortlichen die Westfield-Gro\u00dfbaustelle schlie\u00dfen?<\/h3>\n\n\n\n<p>Einer der Arbeiter, der bei dem Unfall starb war der 38-j\u00e4hrige Eisenflechter Astrit Xheka. Wie Alfred Visha arbeitete Astrit Xheka zuvor in derselben Chrommine in Albanien. Die Arbeit in der Mine war sehr gef\u00e4hrlich und mit nur 300\u20ac im Monat schlecht entlohnt. Ihre Familien w\u00fcnschten sich, dass sie einer weniger gef\u00e4hrlichen Arbeit nachgingen. Astrit Xheka wurde in Albanien durch einen Bekannten des Cousins seiner Frau f\u00fcr die Arbeit auf deutschen Gro\u00dfbaustellen angeworben. Der Bekannte war ein Mitarbeiter des Subunternehmers Hysen Bau. Alfred Visha wurde f\u00fcr die Arbeit bei Hysen Bau in einem Albanischen Caf\u00e9 in Hamburg angeworben.<\/p>\n\n\n\n<p>Seit 2022 sind sechs Arbeiter auf der Westfield-Gro\u00dfbaustelle des \u00dcberseequartiers in Hamburg gestorben. Astrit Xheka und Alfred Visha kamen aus Kurkelaj nach Hamburg in dem Glauben, dass die Arbeit auf deutschen Baustellen sicher sei und sie dort mehr Geld verdienen w\u00fcrden. Beide starben durch die Arbeit auf einer deutschen Gro\u00dfbaustelle.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201eUnser ganzes Mitgef\u00fchl gilt den Angeh\u00f6rigen der Unfallopfer.\u201c Der Investor Unibail-Rodamco-Westfield nach dem Baustellenungl\u00fcck \u2013 30. Letztlich geht es nur ums Geld.&#8220; &#8211; Markus Mohr, Berufsgenossenschaft Bau<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-gefalschte-dokumente-fur-die-westfield-luxus-mall\">Gef\u00e4lschte Dokumente f\u00fcr die Westfield Luxus-Mall<\/h3>\n\n\n\n<p>Am Tag des t\u00f6dlichen Ger\u00fcstunfalls gab die Hamburger Stadtentwicklungsbeh\u00f6rde bekannt, dass die f\u00fcnf Unfallopfer aus Bulgarien stammen. Am darauffolgenden Tag gab die Polizei bekannt, dass die f\u00fcnf Unfallopfer aus Albanien stammen.<\/p>\n\n\n\n<p>Die wenigsten Menschen, die aus dem Westbalkan zum Arbeiten nach Deutschland kommen, sind Teil des \u201eerlaubten\u201c Einreisekontingents von 50,000 Menschen j\u00e4hrlich. Seit 2011 gilt f\u00fcr bulgarische Staatsb\u00fcrger*innen die sog. Arbeitnehmerfreiz\u00fcgigkeit, die eine Arbeit in den EU-L\u00e4ndern ohne Arbeitserlaubnis erm\u00f6glicht. Viele Menschen aus dem Westbalkan werden seitdem von Arbeitsvermittlern mit gef\u00e4lschten bulgarischen Dokumenten ausgestattet und arbeiten unter unmenschlichen Bedingungen auf europ\u00e4ischen Baustellen. Ihr Lohn wird ihnen manchmal gar nicht, oft nur teilweise ausgezahlt oder mit horrenden Vermittlungsgeb\u00fchren und Unterkunftskosten verrechnet.<\/p>\n\n\n\n<p>In den gef\u00e4lschten Baustellen-Ausweisen von Alfred Visha und Astrit Xheka stehen Hysen Bau und der \u201eNachunternehmer\u201c Liberty Construction als Firmen. Diese beiden Firmen so wie auch andere \u201eSubunternehmer-Konstellationen\u201c stellen Gro\u00dfunternehmern in der Baubranche Arbeitende aus dem Westbalkan zur Verf\u00fcgung, welche dann auf Baustellen wie der Gro\u00dfbaustelle des \u00dcberseequartiers in Hamburg als \u201eBauhelfer\u201c arbeiten. In den gef\u00e4lschten Baustellen-Ausweisen von Alfred Visha und Astrit Xheka stehen falsche Namen und auf den Fotos in den Ausweisen sind nicht sie selbst sondern unbekannte Menschen abgebildet. Ausgegeben wurden die gef\u00e4lschten Baustellen-Ausweise von Unibail-Rodamco-Westfield.<\/p>\n\n\n\n<p>Unibail-Rodamco-Westfield ist seit 2015 Investor der Gro\u00dfbaustelle des \u00dcberseequartiers mit einem Bauvolumen von \u00fcber 1,6 Milliarden Euro. Das 400,000 m2 gro\u00dfe \u00dcberseequartier liegt in dem 2008 gegr\u00fcndeten Hamburger Stadtteil Hafencity. Die HafenCity ist zurzeit Europas gr\u00f6\u00dftes innerst\u00e4dtisches Stadtentwicklungsprojekt. Nachdem der erste Investor abgesprungen war stellte 2015 der damalige B\u00fcrgermeister von Hamburg, Olaf Scholz, Unibail-Rodamco-Westfield als neuen Investor vor. Seitdem setzte Unibail-Rodamco-Westfield mehrfach Erweiterungen des Bebauungsplans durch und erzwang so eine Ausweitung der Baufl\u00e4che von 198.000 m2 auf 266.000 m2. Nach der Bebauung soll auf der Fl\u00e4che neben B\u00fcros, Hotels und Wohnungen ein Kreuzfahrtterminal mit integrierter Luxus-Shoppingmall f\u00fcr Touristen stehen.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-unmenschliche-arbeitsbedingungen-und-lebensgefahrliche-zustande-auf-der-westfield-grossbaustelle\">Unmenschliche Arbeitsbedingungen und lebensgef\u00e4hrliche Zust\u00e4nde auf der Westfield-Gro\u00dfbaustelle<\/h3>\n\n\n\n<p>Die Staatsanwaltschaft ermittelt zurzeit nur nach den Ursachen des Unfalls und angeblich nach den Schuldigen, aber nicht wegen der illegalen Arbeit. Dirk H\u00fcnerbein, Gesch\u00e4ftsf\u00fchrer von Unibail-Rodamco-Westfield, und die von ihm beauftragten Subunternehmen arbeiten mit anderen Unternehmen zusammen, die Arbeitende auf der Gro\u00dfbaustelle illegal besch\u00e4ftigen um dort deren Arbeitskraft unter unmenschlichen Arbeitsbedingungen auszubeuten. Die Arbeitenden erhalten keine ausreichenden Sicherheitseinweisungen und werden dazu gezwungen, von ihrem geringen Lohn in heruntergekommenen Wohnanlagen zu hausen. Es ist bekannt, dass die von den \u201eBauhelfern\u201c ausgef\u00fchrten T\u00e4tigkeiten auf der Gro\u00dfbaustelle auch Facharbeiten beinhalten und vertiefte Sicherheitsschulungen erfordern. Alfred Visha der durch den Unfall am 30. Oktober 2023 ums Leben kam hatte als Maurer auf dem Ger\u00fcst eigentlich nichts zu suchen.<\/p>\n\n\n\n<p>Auf der Gro\u00dfbaustelle sollen bis zu 4000 Arbeitende besch\u00e4ftigt gewesen sein. Teilweise sind bis zu 1400 Arbeitende t\u00e4glich auf der Baustelle. Aus den Bau-Protokollen geht hervor, dass es zu wenige Toiletten und Waschr\u00e4ume gibt, dass Arbeitende auf der Baustelle unter hygienisch unhaltbaren Bedingungen kampieren oder in \u00fcberf\u00fcllten und herunter gekommenen Unterk\u00fcnften wohnen. Selbst nach dem Unfall wird noch an Sicherheits- und Gesundheitsschutzpersonal gespart. Kontrolleur*innen der Berufsgenossenschaft (BG Bau) und der Industriegewerkschaft Bauen-Agrar-Umwelt (IG BAU) berichten davon, dass sie sich bei Begehungen auf der Gro\u00dfbaustelle zuerst durchfragen m\u00fcssen bis sie eine deutschsprachige und verantwortliche Person finden.<\/p>\n\n\n\n<p>Es ist \u00fcblich, dass Gro\u00dfbaustellen von Generalunternehmen entwickelt werden. Die Generalunternehmen sind f\u00fcr die Logistik zust\u00e4ndig und sollen sicherstellen, dass alle Gewerke sauber ineinandergreifen. Allerdings spart Unibail-Rodamco-Westfield auf der Gro\u00dfbaustelle Geld und beauftragte kein Generalunternehmen. Un\u00fcblicherweise wird zudem der Beton f\u00fcr die Gro\u00dfbaustelle vor Ort selbst hergestellt was zu Wasserdurchbr\u00fcchen im Fundament f\u00fchrt.<\/p>\n\n\n\n<p>Mittlerweile gibt es immer mehr Berichte \u00fcber die schlechte Bezahlung der Arbeitenden. Alfred Visha und Astrit Xheka verdienten vermutlich 9\u20ac die Stunde, ohne Sozialabgaben, Steuern, Rente usw. Es ist unklar ob die beiden f\u00fcr alle geleisteten Arbeitsstunden bezahlt wurden. Der Ukrainer Yevhen A. verdiente nur 640\u20ac im Monat bei mehr als 40 Stunden Arbeit die Woche.<\/p>\n\n\n\n<p>Die Arbeitsbedingungen und die Bezahlung auf dem Bau sind schlecht. Die aktuellen Preissteigerungen (Miete, Lebensmittel etc.) wurden 2024 durch die Tarifeinigungen zwischen IG BAU und Arbeitgeberseite nicht ausgeglichen. \u00dcber 40% aller offiziell Besch\u00e4ftigten arbeiten ohnehin in Betrieben ohne Tarifbindung. Die langen Laufzeiten der Tarifeinigungen verhindern schnelle Reaktionen auf weitere Preissteigerungen. F\u00fcr die n\u00e4chsten 3 Jahre gilt Streikverbot auf dem Bau f\u00fcr Tarifverhandlungen. Der Bau-Mindestlohn ist gefallen, die IG BAU hat f\u00fcr dessen Erhalt nicht gek\u00e4mpft und die Frist auslaufen lassen. Arbeitende aus dem Ausland sind oft schon aufgrund von Sprachbarrieren vom Arbeitskampf ausgeschlossen und tragen ein h\u00f6heres pers\u00f6nliches Risiko wenn sie streiken.<\/p>\n\n\n\n<p>Gesch\u00e4tzt 40% des Bauvolumens auf deutschen Baustellen wird durch illegale Arbeit erbracht. Das f\u00fchrt dazu, dass die Arbeitsbedingungen auf dem Bau schlecht bleiben und die L\u00f6hne niedrig. Illegale Arbeit wird durch Politik, Beh\u00f6rden und Gewerkschaften nicht konsequent verhindert. Unternehmen, die Menschen illegal ausbeuten, tragen nur selten die Konsequenzen ihrer Straftaten. Investoren und Unternehmen sind nicht bereit legale L\u00f6hne zu bezahlen und ziehen stattdessen illegale Arbeit vor. Den Preis daf\u00fcr zahlen hier die Toten der Westfield-Baustelle.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-keine-weiteren-toten-fur-die-westfield-luxus-mall\">Keine weiteren Toten f\u00fcr die Westfield Luxus-Mall!<\/h3>\n\n\n\n<p>Auf dem Bau zu arbeiten ist lebensgef\u00e4hrlich. Etwa 20% aller t\u00f6dlichen Arbeitsunf\u00e4lle in Deutschland finden auf dem Bau statt. Die deutsche Bauwirtschaft ist im Vergleich der Arbeitsunfallquoten nach Wirtschaftszweigen die unfallanf\u00e4lligste Branche und weist mit 44,55 Unf\u00e4llen je 1.000 Vollarbeiter*innen den h\u00f6chsten Wert aller Branchen auf.<\/p>\n\n\n\n<p>Seit 2019 kommt es auf der Westfield-Gro\u00dfbaustelle zu immer mehr Arbeitsunf\u00e4llen mit schwer verletzten Arbeiter*innen. Am 26.01.22 st\u00fcrzte ein rum\u00e4nischer Arbeiter von einem Ger\u00fcst und stirbt. Im M\u00e4rz 2023 wird ein Bauarbeiter von einem Metallteil am Kopf getroffen. Im April st\u00fcrzt wieder ein Arbeiter von einem Bauger\u00fcst. Im Juni erleidet eine Arbeiterin einen schweren Stromschlag durch ein nicht isoliertes Kabel. Im gleichen Monat explodieren mehrere Gasflaschen auf dem Dach der Baustelle und l\u00f6sen einen Gro\u00dfbrand aus. Rauchwolken zogen \u00fcber die Stadt.<\/p>\n\n\n\n<p>Kurz nach dem Unfall vom 30. Oktober 2023 kommt es zu weiteren schweren Unf\u00e4llen auf der Gro\u00dfbaustelle. Im November verungl\u00fcckte der Ukrainer Yevhen A. so schwer, dass unklar ist ob er je wieder arbeiten kann. Anfang Juni diesen Jahres wurde ein lebensgef\u00e4hrlich verletzter Bauarbeiter ins Krankenhaus gebracht.<\/p>\n\n\n\n<p>Laut der Hamburger Feuerwehr kam es in den letzten 2 \u00bd Jahren 83-mal zu Rettungseins\u00e4tzen auf der Westfield-Gro\u00dfbaustelle. Allein in der ersten Jahresh\u00e4lfte 2024 gab es 35 Rettungseins\u00e4tze. Im Vergleich dazu \u201enur\u201c 25 im gesamten Jahr 2023.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8222;Es seien zu wenig Kontrollen. Davon w\u00fcrden die Subunternehmer profitieren. Es sind die Subunternehmer. Das ist die Ursache daf\u00fcr. Und das ist auch der Grund f\u00fcr die Unf\u00e4lle. Denn die Leute sind ersch\u00f6pft, haben Schlafmangel verrichten unausgeschlafen gef\u00e4hrliche Arbeiten. Und das f\u00fchrt dann zu Unf\u00e4llen.&#8220; &#8211; Bauarbeiter auf der Baustelle des \u00dcberseequartiers<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8222;Die beauftragten Unternehmen auf der Baustelle sind eigenst\u00e4ndig f\u00fcr die Einhaltung der arbeitsrechtlichen Belange ihrer angestellten Mitarbeitenden zust\u00e4ndig. To mark this occasion, a solidarity rally will be held on October 30 at 6 pm at Jungfernstieg. With the Romanian construction worker who died in an accident in January 2022, six people have died and many more have been injured for this luxury project. The investor Unibail-Rodamco-Westfield clearly does not care about occupational safety in this billion-euro project that nobody in Hamburg needs. The building authorities, public prosecutors and politicians tolerate this state of affairs. We say: Enough is enough!<\/p>\n\n\n\n<p>Safe working conditions in construction for everyone!<\/p>\n\n\n\n<p>Strikes in the event of serious accidents!<\/p>\n\n\n\n<p>More money and less work hustle!<\/p>\n\n\n\n<p>Control of companies instead of illegalization of workers!<\/p>\n\n\n\n<p>Above all: No more deaths on this construction site or others!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The accident on 30 October 2023 at the major construction site in \u00dcberseequartier in Hamburg<\/strong><\/h2>\n\n\n\n<p>30 October 2023 probably started like any other day for 34-year-old Albanian bricklayer Alfred Visha; get up very early, coffee, a fag, then off to the construction site. Due to the upcoming public holiday, the \u00dcberseequartier construction site was emptier than usual.<\/p>\n\n\n\n<p>That morning, Alfred Visha and other workers were to move bricks from scaffolding to a floor. The bricks were placed on the scaffolding in a lift shaft using a crane. At around 9 a.m., the eight-storey high scaffolding collapsed. At the time of the accident, there were five workers on the scaffolding and other people nearby. Four workers were already dead when they were found. Alfred Visha was rescued alive and died nine days later in hospital.<\/p>\n\n\n\n<p>One year later, the results of the investigation are still unknown. Media reports indicate that too many stones had been placed on the scaffolding, which had not been adequately secured. The scaffolding should have been doubly secured and was too heavily loaded. At the time of the accident, there were around 1.5 tonnes of stones on the scaffolding. Due to the upcoming public holiday, fewer cranes were manned and the crane operators were presumably urged to &#8222;make sure there was enough work&#8220;.<\/p>\n\n\n\n<p>The entire construction site, with around 700 construction workers, was evacuated. There is no official information about further casualties. 150 firefighters were deployed. The operation was life-threatening for the firefighters. The pile of rubble was described as a &#8222;giant mikado&#8220; of scaffolding poles. The rescue work took 35 hours.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How many more workers will have to die before those responsible close the Westfield construction site?<\/strong><\/h2>\n\n\n\n<p>One of the workers who died in the accident was 38-year-old ironworker Astrit Xheka. Like Alfred Visha, Astrit Xheka had previously worked in the same chrome mine in Albania. The work in the mine was very dangerous and poorly paid at just \u20ac300 a month. Their families wanted them to do less dangerous work. Astrit Xheka was recruited to work on large German construction sites in Albania by an acquaintance of his wife&#8217;s cousin. The acquaintance was an employee of the subcontractor Hysen Bau. Alfred Visha was recruited to work for Hysen Bau in an Albanian caf\u00e9 in Hamburg.<\/p>\n\n\n\n<p>Since 2022, six workers have died on the large Westfield construction site of the \u00dcberseequartier in Hamburg. Astrit Xheka and Alfred Visha came to Hamburg from Kurkelaj in the belief that work on German construction sites was safe and that they would earn more money there. Both died working on a major German construction site.<\/p>\n\n\n\n<p>&#8222;All our sympathies go out to the families of the victims.&#8220; The investor Unibail-Rodamco-Westfield after the construction site accident &#8211; 30 October 2023, Spiegel<\/p>\n\n\n\n<p>So far, no one has contacted them personally, neither the client, nor the city of Hamburg, nor the investigating authorities [&#8230;] As if Alfred Visha was simply not important enough. &#8211; The Visha family in March 2024, NDR<\/p>\n\n\n\n<p>&#8222;The accident happened on 30 October on a Monday and on Thursday the lift shaft was painted and the work continued. Ultimately, it&#8217;s all about the money.&#8220; &#8211; Markus Mohr, Berufsgenossenschaft Bau<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Forged documents for the Westfield luxury mall<\/strong><\/h2>\n\n\n\n<p>On the day of the fatal scaffolding accident, Hamburg&#8217;s urban development authority announced that the five victims were from Bulgaria. The following day, the police announced that the five victims were from Albania.<\/p>\n\n\n\n<p>Very few people who come to Germany from the Western Balkans to work are part of the &#8222;permitted&#8220; entry quota of 50,000 people per year. Since 2011, Bulgarian citizens have enjoyed the so-called freedom of movement for workers, which allows them to work in EU countries without a work permit. Since then, many people from the Western Balkans have been provided with forged Bulgarian documents by labour brokers and work under inhumane conditions on European construction sites. Their wages are sometimes not paid at all, often only partially, or are offset against horrendous placement fees and accommodation costs.<\/p>\n\n\n\n<p>Hysen Bau and the &#8222;subcontractor&#8220; Liberty Construction are listed as companies on the forged construction site IDs of Alfred Visha and Astrit Xheka. These two companies, as well as other &#8222;subcontractor constellations&#8220;, provide large construction companies with labourers from the Western Balkans, who then work as &#8222;construction workers&#8220; on construction sites such as the large \u00dcberseequartier construction site in Hamburg. The fake construction site ID cards of Alfred Visha and Astrit Xheka contain false names and the photos on the ID cards do not show themselves but unknown people. The fake construction site ID cards were issued by Unibail-Rodamco-Westfield.<\/p>\n\n\n\n<p>Unibail-Rodamco-Westfield has been the investor in the large \u00dcberseequartier construction site since 2015 with a construction volume of over 1.6 billion euros. The 400,000 m2 \u00dcberseequartier is located in Hamburg&#8217;s HafenCity district, which was established in 2008. HafenCity is currently Europe&#8217;s largest inner-city urban development project. After the first investor backed out in 2015, the then Mayor of Hamburg, Olaf Scholz, introduced Unibail-Rodamco-Westfield as the new investor. Since then, Unibail-Rodamco-Westfield has repeatedly pushed through extensions to the development plan, forcing an expansion of the construction area from 198,000 m2 to 266,000 m2. Once the development is complete, the site will be home to offices, hotels and flats as well as a cruise terminal with an integrated luxury shopping mall for tourists.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Inhumane working conditions and life-threatening conditions on the Westfield construction site<\/strong><\/h2>\n\n\n\n<p>The public prosecutor&#8217;s office is currently only investigating the causes of the accident and allegedly the culprits, but not the illegal work. Dirk H\u00fcnerbein, Managing Director of Unibail-Rodamco-Westfield, and the subcontractors he has commissioned are working together with other companies that are illegally employing workers on the large construction site in order to exploit their labour under inhumane working conditions. The workers do not receive adequate safety training and are forced to live in run-down housing estates on their meagre wages. It is known that the work carried out by the &#8222;construction helpers&#8220; on the large construction site also includes specialised work and requires in-depth safety training. Alfred Visha, who died in the accident on 30 October 2023, had no business working as a bricklayer on the scaffolding.<\/p>\n\n\n\n<p>Up to 4,000 workers are said to have been employed on the large construction site. In some cases, up to 1400 workers were on the construction site every day. The construction reports show that there are too few toilets and washrooms, that workers are camping on the construction site in unhygienic conditions or living in overcrowded and dilapidated accommodation. Even after the accident, there is still a lack of health and safety personnel. Inspectors from the Employer&#8217;s Liability Insurance Association (BG Bau) and the Construction, Agriculture and Environment Industrial Union (IG BAU) report that they first have to ask their way around a large construction site until they find a German-speaking and responsible person.<\/p>\n\n\n\n<p>It is common for large construction sites to be developed by general contractors. The general contractors are responsible for the logistics and are supposed to ensure that all trades interlock properly. However, Unibail-Rodamco-Westfield is saving money on the large construction site and did not commission a general contractor. It is also unusual for the concrete for the large construction site to be produced on site, which leads to water breakthroughs in the foundations.<\/p>\n\n\n\n<p>In the meantime, there are more and more reports about the poor pay of the workers. Workers from abroad are often excluded from industrial action due to language barriers and bear a higher personal risk when they go on strike.<\/p>\n\n\n\n<p>An estimated 40% of the construction volume on German building sites is generated by illegal labour. As a result, working conditions on construction sites remain poor and wages low. Illegal labour is not consistently prevented by politicians, authorities and trade unions. Companies that exploit people illegally rarely bear the consequences of their offences. Investors and companies are not prepared to pay legal wages and prefer illegal labour instead. The price for this is paid by the dead at the Westfield construction site.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>No more deaths for the Westfield luxury mall!<\/strong><\/h2>\n\n\n\n<p>Working in construction is life-threatening. Around 20% of all fatal accidents at work in Germany occur on construction sites. The German construction industry is the most accident-prone sector in terms of occupational accident rates by industry, with 44.55 accidents per 1,000 full-time workers, the highest figure of all sectors.<\/p>\n\n\n\n<p>Since 2019, there have been more and more accidents at work at the Westfield construction site with seriously injured workers. On 26\/01\/2022, a Romanian worker fell from a scaffold and died. In March 2023, a construction worker was hit on the head by a piece of metal. In April, another worker falls from scaffolding. In June, a worker suffers a severe electric shock from an uninsulated cable. In the same month, several gas cylinders explode on the roof of the construction site, triggering a major fire. Clouds of smoke billowed over the city.<\/p>\n\n\n\n<p>Shortly after the accident on 30 October 2023, there were further serious accidents on the construction site. In November, Ukrainian Yevhen A. had such a serious accident that it is unclear whether he will ever be able to work again. At the beginning of June this year, a critically injured construction worker was taken to hospital.<\/p>\n\n\n\n<p>According to the Hamburg fire brigade, there have been 83 rescue operations at the Westfield construction site in the last 2 \u00bd years. In the first half of 2024 alone, there were 35 rescue operations. In comparison, &#8222;only&#8220; 25 in the whole of 2023.<\/p>\n\n\n\n<p>&#8222;There are too few checks. The subcontractors would benefit from this. It&#8217;s the subcontractors. That&#8217;s the cause. And that&#8217;s also the reason for the accidents. Because people are exhausted, have a lack of sleep and carry out dangerous work without sleep.
